Ukyō (うきょう), full name Ukyō Azuma (あづま うきょう), is a minor antagonist that was first featured in River City: Tokyo Rumble. He and his younger brother Sakyō Azuma are the bosses of the Chiba Crew of the Kanto Lion Alliance. Ukyō is able to be distinguished by the scar on his face and with Sakyō form the Twin Lions.

In the story mode, Ukyō and Sakyō are first mentioned by Ginjishi as the ones the protagonists will need to take on if they want a shot at Shishiō. Ginjishi mentions that the twins are in Asakusa before leaving.
In Asakusa, the twins introduce themselves and claim the district as their territory. Riki appears impressed with the twins being in perfect sync. Shinji demands the twins to drop their takeover of Tokyo and gets ready to fight alongside the group when the twins refuse to step down. Upon being defeated, the twins inform the group that they'll need to beat Shishiō and Kinjishi in Akihabara.

Ukyō appears as a member of the Lion Association team and can be played outside of the story mode. Ukyō is able to use the Full Swing and the Jump Elbow.

Ukyō returns as a member of the Lion Alliance team and is involved in the story mode. Ukyō's moveset remains unchanged and is still able to use the Full Swing and the Jump Elbow.

Ukyō plays the role of Dong Tu Na.
Dong Tu Na is first seen during the fourth chapter alongside Ahui Nan (Sakyō) when they are informed by Meng Huo (Sakata) that the Shu have allegedly come to attack Nanzhong. He asks the two for their help in driving them away, though they initially refuse as they believe Meng Huo provoked the Shu himself as the news of an attack is only coming from him and that no declaration of war was ever sent. Although they don't ever wish to follow a request from him, the two agree to confront the Shu for the sake of not letting outsiders invade their land. Meng Huo then informs them of the Shu's current location. Following the defeat of Meng Huo at the Beishui Road, the two introduce themselves to the Shu as members of the Nanzhong Lion Association. Guan Yu (Kunio) attempts to explain that they are only in the area to investigate the ongoing rebellion, though the two ignore him and begin to fight. After being defeated, Zhuge Liang (Misako) lets the two go.
The two are later seen meeting with King Duosi (Ginjishi) after he had heard about their battle against the Shu. They mention what they were told by Meng Huo, though King Duosi explains that the rebellion was supposedly all started by him as part of a scheme from the Wei. The two are disgusted by the fact that Meng Huo is going around calling himself the king of Nanzhong and ask King Duosi for any ideas, as they believe the Shu will take over if they're left alone. Using his creation named the Nanzhong Hotline, he states that he'll use it to give word out to the rest of the Lion Association to go all out on driving out the Shu. The two praise King Duosi for his genius. During the ending of the chapter, the two are seen with the rest of the Lion Association in Dianchi to discuss a trade agreement between them and the Shu. On the Hot-Blooded route, the two will partake in the group fight against Guan Yu, Zhao Yun, and Wei Yan (Kumada).
In the fifth chapter, the two are able to be talked to as part of a sidequest where they'll ask Guan Yu for a rematch.
