Toshio (としお) is a second year student at Nekketsu High School that was first featured in Nekketsu Kōha Kunio-kun Special as a minor antagonist. He frequently hangs out in a group of four alongside Yūya in which they steal money from those that look weaker than them.

Nekketsu Kōha Kunio-kun Special[]
Toshio debuts in Nekketsu Kōha Kunio-kun Special as a minor antagonist.
In the story mode, Toshio is first seen with Yūya at Nekketsu High School as they extort Hiroshi for cash. Kunio walks into the scene and fights the two for bullying other students. Toshio is later seen with Yūya on the school's rooftop and mentions to him that he's called in Wataru Sasaki to take down Kunio. After Wataru is defeated for the first time, Toshio and Yūya discuss on the rooftop about how Wataru's been acting out of his own interest and that Riki is not aware of his doings. The two then talk about Riki's legendary status believing that he'll come to confront Kunio after hearing about what's been happening.
River City: Tokyo Rumble[]
Toshio briefly appears alongside Yūya if the players attack Nozomi at Ikebukuro's shops. The two will attempt to protect her from Kunio in hopes of being able to go out on a date with her.
River City Super Sports Challenge ~All Stars Special~[]
Toshio appears as a character unlocked from winning a game as Kagemura High School in free battle. Toshio is able to use the Dragon Chop.
