Tetsu (テツ) is a minor antagonist that was first featured in Nekketsu Kōha Kunio-kun Special. He is a young figure within the Sanwakai and is working his way up to become the next head of the clan. He looks up to Katsuji as his aniki and is the older brother of Yūya, which of whom keeps him partially informed of what's happening within the school delinquent world. Tetsu is not doing very well in the Sanwakai with his subordinates showing concern for his future.[1]

Nekketsu Kōha Kunio-kun Special[]
Tetsu debuts in Nekketsu Kōha Kunio-kun Special as a minor antagonist.
In the story mode, Tetsu first appears in the final chapter where he informs Katsuji that Gen's planned attack on Hiroshi's father has failed. With Katsuji angry at his failure, Tetsu attempts to explain that a high school student got in the way, though this only angers Katsuji further as he punches Tetsu for his failure. Following Hiroshi's stabbing, Tetsu meets Kunio inside of the Sanwakai office and is asked how he knows his name, to which Tetsu responds that Yūya has informed him of who Kunio was and reveals that he is Yūya's brother. Tetsu calls in some Sanwakai goons after being insulted by Kunio and fights him. Later after Kunio breaks himself free from Katsuji's trap and heads back into the Sanwakai office, Tetsu faces off against him with other Sanwakai members once again.

Tetsu appears as a member of the Outlaw team and is able to be played outside of the story mode. Tetsu is able to use Throw Bomb.

Tetsu returns as a member of the Outlaw team and is involved in the story mode. Tetsu is able to use the Bomb Throw and the Penetrating Shot.

Tetsu plays the role of Niu Fu, the son-in-law and general serving under Dong Zhuo (Sabu).
In the story mode, Niu Fu first appears in the second chapter as an enemy in a fight against Sun Jian (Maeda)'s crew at the Hulao Pass. On the Hot-Blooded route, Niu Fu will assist Dong Zhuo in his fight against Cao Cao (Yamada), Guan Yu (Kunio), Liu Bei (Gōda), and Zhang Fei (Godai).
