Takaoka (たかおか) is a student at Akiba Academy first featured in River City Super Sports Challenge. He excels at mimicry and has been able to learn special moves by watching delinquents fight. Despite his skills being learned through imitation, he is still a formidable fighter. Takaoka is easily intimidated by looks but will put people down if he realizes he has the upper hand.

Takaoka appears at the Akihabara Station and upon being talked to will state that only hardcore geeks would know who he is.
River City Super Sports Challenge ~All Stars Special~[]
Takaoka appears as the captain of Akiba Academy's team and can be played outside of the story mode. Takaoka is able to use the Aura Punch and the Spin Attack.
River City: Rival Showdown[]
Takaoka appears alongside Kawanaka outside of the arcade during the evening of the first day. Takaoka will ask Kawanaka if he's finished a script they were working on, though gets disappointed when Kawanaka admits that he hasn't even finished writing down his name. Later, Takaoka worries if they'll be able to make the deadline.
River City Melee: Battle Royal Special[]
Takaoka returns as the captain of Akiba Academy's team and is involved in the story mode. Takaoka is able to use the Aura Punch, the Spin Attack, and the Penetrating Shot.

River City Saga: Three Kingdoms[]
Takaoka plays the role of Sima Hui, a teacher in Jingzhou during the late Han dynasty who has been able to teach many talented people due to his keen evaluation of others.
Sima Hui is first mentioned after months pass in the fifth chapter where Liu Biao refers Guan Yu (Kunio) to seek out Sima Hui's advice after Guan Yu asked for what he can do in order to help with Liu Bei (Gōda)'s worries. Guan Yu then goes to meet with Liu Bei and advises him to go find Sima Hui, though Sima Hui casually arrives unexpectedly. With Guan Yu not realizing it's Sima Hui, he appears confused and thinks of him as suspicious, though Sima Hui claims that he just has an open heart and asks for a drink of water, as he came running at full speed. After getting a glass of water, Sima Hui asks Liu Bei to state his name before he formerly introduces himself. With Guan Yu in shock that he was talking to Sima Hui the whole time, he informs him that he was referred to him by Liu Biao. Liu Bei asks Sima Hui for advice on how he can push further on accomplishing his goal of restoring the Han, to which Sima Hui believes that Liu Bei won't be able to take over the nation by force and will need a tactician. Sima Hui advises getting either Zhuge Liang (Misako) or Pang Tong (Kaori) on their side as they are two promising up-coming tacticians in Jingzhou. With Liu Bei warming up to the idea, Sima Hui further suggests recruiting Zhuge Liang and tells him that it'll be tough to talk her into it.
