Skullmageddon (スカルマゲドン Sukarumagedon ) is a recurring guest character from the Double Dragon series who was first featured in River City Girls. In his initial appearance in Double Dragon Neon, he was the new leader of the Black Warriors, now known as the "Black Dragon Clan" and was the main antagonist of the game. He is described as being humorous with exaggerated mannerisms.

In this continuity, Skullmageddon has retired his villainous ways after being beaten by Billy and Jimmy Lee and has since moved to River City to start up his own antique shop in Uptown. In the game, he appears as the clerk at the Pawn Shop. He is voiced by Sean Velasco.
When Misako and Kyōko are told by Kazumi Hasebe and Mami Shimada that they'll need a gold offering in order to see Hibari, the two girls head to Skullmageddon's shop in search of something gold. Skullmageddon greets the girls and has Kyōko scared at the sight of a talking skeleton, though Skullmageddon appears offended at how she took to his appearance. Kyōko apologizes and Misako asks how he's able to talk, though he disregards the question and asks what they're looking for. Offering a stuffed monkey, Kyōko appears grossed out, so Skullmageddon then offers an unstuffed monkey until Misako states that they're looking for something gold. Skullmageddon mentions that he's out of golden stuffed monkeys, though Kyōko spots a golden cat and asks about it, to which he explains it's rarity. Misako asks for the price and is told that it's being sold for a million dollars. Misako attempts to ask for a discount, though Kyōko asks about the other golden cat and is told that it's being sold for ten dollars as it's not authentic. Upon hearing the price, Misako instantly purchases the item. From this point on, the Pawn Shop is able to be shopped at.

In the game's newly added intro, Kyōko mentions Skullmageddon as being the one who sold her a copy of Shin Nekketsu Kōha: Kunio-tachi no Banka and a free SNES at his pawn shop.

Skullmageddon is once again voiced by Sean Velasco in English and Yujiro Kakuda in the Japanese dub.
Skullmageddon is first seen at Flatiron's graveyard standing in front of a gate covered in vines. The protagonists greet themselves and Skullmageddon asks what they're doing deep in the woods. When told by the group that they're helping Marian Kelly find out who put her under a spell, Skullmageddon immediately gets anxious and pretends to be unaware of who she is, though the protagonists call this out and he immediately confesses because he recognizes them as loyal customers. He mentions his previous run-in with the Lee brothers back when he was still a supervillain and how he kidnapped Marian to get their attention, though comments that he was taught a hard lesson when he got punched in the gut by her. The protagonists ask if he placed a spell on her, though Skullmageddon assures that he never would in the modern day and only might've back then if he thought of it. Skullmageddon then changes the topic by asking if the group is interested in any rare treasures, though they state they're uninterested unless one of the items will help them get through the vines. Skullmageddon informs the group that they'll need six literal ghost peppers and tells them that he's saw some floating around recently. When all ghost peppers are obtained, Skullmageddon comes through a portal to grab the ghost trap and then gets rid of the vines once the protagonists arrive back at the gate.
Near the end of the game when Sabuko straps bombs to the protagonist friends as a way to keep them away from her and the Sanwakai, Skullmageddon will be seen tied up at the Zoo in Flatirons. Upon being rescued, he expresses his gratitude knowing the protagonists would come to rescue him. As a reward for saving him, he gives the group a five percent discount on all items at his shop starting the following Tuesday. The protagonists ask if he could've just wiggled his way out of the ropes given that he doesn't have any skin, though Skullmageddon appears offended and comments that he isn't judging them on their epidermis. The group head off as Skullmageddon laughs getting ready to wage war on high prices.
