Shishiō (ししおう ), real name Shigematsu (しげまつ ), is an antagonist that was first featured in River City: Tokyo Rumble. He is the boss of the Saitama Crew of the Kanto Lion Alliance. Shishiō is the top of the Alliance because of his legendary fighting skills and charisma.

In the story mode, Shishiō first appears after the defeat of Benijishi where he comes in to check on her and orders her to fall back and regroup. Riki and Shinji attempt to attack Shishiō, though they knocked to the ground by his bodyguards before landing a hit. Shishiō orders his bodyguards to attack the protagonists, though Ginjishi comes in on his bike and asks Shishiō to leave the group to him. Shishiō explains that he showed up because Ginjishi failed to take them out earlier and appears disappointed that he's let two of the Alliance's bosses get beaten up. Shishiō decides to back off anyway and leaves the group to Ginjishi. Ginjishi informs the protagonists of Shishiō's position in the Alliance and that they'll need to take on Ukyō and Sakyō Azuma in order to take him on.
Upon the defeat of Ginjishi in Akihabara, Shishiō walks in to express his disappointment in him. With Kinjishi not showing up, Shishiō stands as the last boss of the Alliance though shrugs it off as nothing that he can't handle. Shishiō orders his crew to chase after the protagonists after they decide to flee the area. Wanting to find the group's location, he enlists the help of Wataru Sasaki to setup a trap in Shinagawa for them in exchange for the position of a boss in the Alliance. Upon being defeated in a fight, Shishiō is unable to process that he's been bested in a fight and is then suddenly shot by Sabu for failing him. Shishiō's bodyguards take him to the hospital immediately upon realizing he's been shot.
During the finale before Kunio leaves for Hong Kong, Shishiō goes to the airport to inform him that he'll be continuing the Alliance's takeover of Tokyo as a way to get another shot at fighting him and his crew.

Shishiō appears as the captain of the Lion Association team and can be played outside of the story mode. Shishiō is able to use the Giant Swing and the Double Lariat.

Shishiō returns as the captain of the Lion Alliance team and is involved in the story mode. Shishiō is able to use the Drop Kick, Double Lariat, and the Bōjutsu Special.

Shishiō plays the role of King Mulu.
King Mulu is first seen during the fourth chapter when he is informed by Zhurong (Benijishi) about her confrontation with the Shu and how they are seeking an alliance with the Nanzhong Lion Association through a trade deal. Although he understands making peace with the Shu would be in their best interest, King Mulu refuses the offer and wishes to fight them for himself before accepting them as being trustworthy. Later in Dianchi, King Mulu assembles his elite troops of animals for his confrontation with the Shu. During the battle, the group finds themselves at a disadvantage with how many animals are coming at them and decide to retreat. King Mulu then appears in Qinzang with his troops awaiting for the return of the Shu, though things take an unexpected turn when all of his animal troops get distracted by treats thrown to them. Although he is bewildered at how such a strategy worked, he calls in his human troops and begins the fight. On the Extra Hard route, the group will instead fight King Mulu with no strategy in mind as he is accompanied by his animal troops once again. Upon being defeated, King Mulu prepares to go all out, though Zhuge Liang (Misako) intervenes with a fire attack. She asks him if he still wants to fight, though King Mulu admits defeat and allows himself to be taken in for questioning.
During questioning, King Mulu compliments Zhuge Liang on her work and tells her that he's already been informed by Zhurong about her interest in forming a bond of trust with the Lion Association. When asked if he's ready to hear them out, King Mulu states he's not one to give up so easily which Guan Yu (Kunio) makes the assumption he's going to run off and challenge them again like Meng Huo (Sakata) has, though King Mulu elaborates that they'll need to take on Wutugu (Majishi) after his distant war cry is heard by everyone. Guan Yu asks if they can trust his word, to which King Mulu assures that he's not like Meng Huo and never goes back on his word. He then informs the group on where they can find Wutugu. King Mulu is later seen with the rest of the Lion Association in Dianchi to discuss the trade agreement between them and the Shu. He decides to make an exception and officially forms an oath with the Shu that is to never be broken. On the Hot-Blooded route, King Mulu introduces Jinhuan Sanjie (Kinjishi) as a member of the Lion Association to the others after he makes his sudden appearance. After he asks to partake in the duel between the Shu and the Lion Association, King Mulu mentions how strong of a fighter Jinhuan Sanjie is despite how he acts. King Mulu is then seen participating in the group fight.
