ShingoFJ2 is a recurring character that was first featured in River City Super Sports Challenge. He is a robot created by the Tobioka Conglomerate who serves as the leader of the Tobioka Atomic Bombers, a team of ultra-high-tech super cyborgs Michael Tobioka primarily uses to compete in sporting events. Like the other members, his speech function was limited at first until it was upgraded to allow him to speak fluently. He has a superiority complex and views the other robots as being drastically inferior to him. Unlike the others, ShingoFJ2 has been shown to be capable of thinking for himself and has thought of overthrowing Tobioka.[1]

ShingoFJ2 debuts in River City Super Sports Challenge as the captain of Tobioka CC's team. In the story mode, Sadamovitch finishes developing him and the others before the finals and unveils the team to Tobioka and Sierra. The team ultimately ends up under-performing and loses to Nekketsu High School, so using the data they've collected on Kunio and the others Sadamovitch would be ordered to continue developing them further.

ShingoFJ2 plays the role of Zhong Hui.
Zhong Hui first appears during the final chapter alongside Deng Ai (Robobo) as part of a fleet sent towards Wuzhang to attack the Shu's camp. Unimpressed by their fortifications, Zhong Hui gloats about how he'd be able to take down a camp of that scale with ease and garners praise from Deng Ai. Annoyed, Zhong Hui belittles him and questions why Sima Yi (Tobioka) would make a robot in the same generation as himself an imbecile. He continues to gloat about how he's the superior robot and shows no respect towards Sima Yi before warning Deng Ai to not get in his way. Deng Ai then informs Zhong Hui that the enemy is approaching which catches him off-guard. Zhong Hui formally introduces himself to Guan Yu (Kunio), though he's unable to realize that they're looking to fight until Deng Ai says so directly. The two face off against Guan Yu with the help of their men, though they are defeated and retreat.
In the finale, Zhong Hui is seen guarding the gate to Chang'an. As part of the Shu and Wu's plan, they fire a messenger arrow in an attempt to appease Zhong Hui's ego and convince him that he can overthrow Sima Yi. After reading it, he talks to the enemy and mentions how shallow their scheme is, though agrees to go along with their plan as he believed there was a grain of truth to the letter. He claims that he'll be able to capture new territory in a flash and offers to take Chengdu from the Shu as he believes he'll be able to easily earn himself a high standing position like Liu Bei (Gōda). This infuriates Jiang Wei (Reika) as she threatens to dismantle Zhong Hui right then and there as opposed to letting him live for a while like originally planned. Zhong Hui is amused by this and agrees to fight the group thinking that defeating the renowned tacticians will be a step forward in paving the way to his kingdom. Upon being defeated, Zhong Hui is annoyed by the enemy's strength and shuts down.

- According to his bio in River City Saga: Three Kingdoms Next, he was angry over the fact that RK300-1 and RK300-2, robots who are supposed to be inferior to him, are playing roles in a higher position than him.
