Roxy is a localized version of Hasebe first appearing in the North American & European versions of Downtown Nekketsu Story. In this continuity, Roxy is a student at River City High and the girlfriend of Slick. In River City Ransom: Underground, she has since broken up with Slick and now works at the A&R Auto Shop with Alex and Ryan.

Roxy debuted in the localization of Downtown Nekketsu Story as the replacement for Hasebe.
Roxy appears on the Capitol Ave Bridge where she meets Alex and Ryan to inform them that Randy and Andy were responsible for kidnapping Cyndi and tells them that she's currently hidden away on the top floor of River City High. She tells the two that they'll need to defeat the twins in order to rescue her and warns them of their strength. Before leaving, Roxy assures that although she's Slick's girlfriend, she is still rooting for Alex and Ryan and asks them to be careful.

Roxy replaces Hasebe in the localization of Downtown Nekketsu Monogatari EX.
River City: Rival Showdown[]
In the Double Dragon Duel gamemode, Roxy appears as an unlockable character. Roxy is the Head Trainer of the dojo and can be fought in an extra round if the player reaches a score of 300,000 at the end of the tournament. Upon winning a fight against her, she will become playable.
River City Ransom: Underground[]
Roxy first appears in the present day working at the A&R Auto Shop with Alex and Ryan. When the protagonists first arrive at the Auto Shop, Roxy wakes up shortly after to inform the group that one of the Bee brothers were spotted near the freeway and that they likely can lead them somewhere as they're well connected. When Alex and Ryan walk out of the building, Roxy questions to herself why they bother walking around everywhere when they have all the cars nearby.
When the group returns from fighting the Bee brothers, Roxy confirms that Pink Bee wasn't lying and that Slick's old kingpins have been popping up across town as of late. She mentions that her most recent tip points towards the Riverside Bridge and begins to reminisce about how she used to give tips on the bridge. Ryan mentions Roxy's previous relationship with Slick and where that ended up, to where it is then hinted that the two have feelings for each other. Before the group leaves again, Roxy reminds them to clear out the nerds causing a disturbance at the arcade. Upon returning from the encounter with Rocko, Roxy then informs the protagonists that her latest reports are coming from the Sewer Plant, to which Alex suspects that it's Tex. When the group returns again, Roxy informs them that the principal of River City High called and poorly stated that an intruder is currently on the school's roof. With the protagonists upset that they have to go back to the school, Roxy suggests they head out at night.
With Slick defeated at the old River City High, the protagonists are confused as to why they're still wanted by Merv. Roxy wakes up to inform them that Chan Wuk Park is once again open to the public and later phones Cyndi off-screen to inform her that the group plans up on meeting her at her house. Upon returning to the Auto Shop after the confrontation with Merv, Roxy is seen overwhelmed by the amount of reports she's receiving and states that they're no longer making any sense. She tells the group that she received a report of a human-size stuffed animal terrorizing the people at Chan Wuk Park.
River City Girls 2[]
In this continuity, Roxy is a mirror of Hasebe with a different outfit. She is voiced by Cristina Vee in English and is voiced by Miho Masaka in the Japanese dub.
Roxy appears as a clerk at the Vegan & Out restaurant seen in Technos.
