Rocko, full name Rocky Baldwin IV is a localized version of Nishimura first appearing in the North American & European versions of Downtown Nekketsu Story. In this continuity, Rocko is the leader of the Mob gang. He is described as having a strong attack but weak defense.

Rocko debuted in the localization of Downtown Nekketsu Story as the replacement for Nishimura.
Rocko is first mentioned by Moose as he attempts to stop Alex and Ryan from trying to pass through Sticksville under his orders. Rocko is then seen after clearing the enemies in the warehouse where he appears surprised that the two were able to get past Moose, but vows to handle them himself. Upon being defeated, Rocko mentions that Blade is waiting for the two in Sherman Park.
River City Ransom EX[]
Rocko replaces Nishimura in the localization of Downtown Nekketsu Monogatari EX. Although the name was changed, Rocko's sprite remained unchanged from Nishimura.
River City: Rival Showdown[]
Rocko appears in the English version of River City: Rival Showdown's Double Dragon Duel gamemode as a playable character unlocked by default.
River City Ransom: Underground[]
In the present day, Rocko is contacted by Slick and is requested to work under him again, to which he accepts the offer. Rocko is first seen underneath the Riverside Bridge after the protagonists leave the A&R Auto Shop looking for Slick's old kingpins assuming that Benny or Clyde may be there. Upon seeing the group, Rocko mentions how he was contacted by Slick but states that he has no intention of getting involved and attempts to run away. Once caught, he suggests that things would've ended differently if Moose and Blade didn't skip town. Rocko mistakenly asks the group if they're looking for Tex unaware that they don't have any idea that he was involved. When the protagonists point this out, Rocko refuses to tell them any more information.

- In River City Ransom: Underground, Rocko would be given his full name of Rocky Baldwin IV. This combines Nishimura's two localized names.
