Otis is a localized version of Onizuka first appearing in the North American & European versions of Downtown Nekketsu Story. In this continuity, Otis is described as being clever but lacking in strength. In River City Ransom: Underground, he has become a coach at River City High.

Otis debuted in the localization of Downtown Nekketsu Story as the replacement for Onizuka.
Otis appears in the gym at River City High. Upon clearing out the enemies, he will come inside the gym and get angry with Alex and Ryan for wearing dirty shoes. Upon being defeated, he gives up on trying to keep the dirty shoes off the gym floor and informs the two that Randy and Andy are upstairs.
River City Ransom EX[]
Otis replaces Onizuka in the localization of Downtown Nekketsu Monogatari EX. Although the name was changed, Otis' sprite remained unchanged from Onizuka.
River City Ransom: Underground[]
Otis is first seen during the prologue of the game as it retells the events of River City Ransom. In the present day, Otis has become a coach at River City High and would later be contacted by Slick as he requests Otis to work under him again. Otis is first mentioned by Ivan after he's caught by the protagonists where he claims that Otis is in the best shape out of all of Slick's previous kingpins and that he was just visiting him not long ago. Upon clearing the enemies at the school's football field, Otis will realize the group aren't ordinary students and are actually intruders which excite him. Otis flaunts that he hasn't gotten out of shape like everyone else before picking a fight against the group. After losing the fight, he admits his defeat and suggests to the protagonists that they talk to Ether in the school's basement if they want to get to Slick.
