Tobioka, full name Michael Tobioka (マイケルトビオカ Maikeru Tobioka), is a recurring antagonist that was first featured in River City Super Sports Challenge. He is an inheritor from the United States and is the son of the Tobioka Conglomerate's founder. On-top of his status, Tobioka would also be described as a literary and as someone who has experience in martial arts. He would attend a famous university at the age of seventeen.
He routinely collects information and data online, though detailed information about him is shrouded in mystery. Tobioka is often overconfident about the efficiency of his robots, though doesn't take his losses personally and uses them to further improve his robots. He is often seen with his personal assistant Sierra and has Sadamovitch develop his robots.

River City Super Sports Challenge[]
Tobioka debuts in River City Super Sports Challenge as the main antagonist of the story.
While collecting information on the internet, Tobioka would stumble upon Kunio in the headlines for his achievements in Super Dodgeball Brawlers. Fascinated by him, Tobioka would decide to challenge Kunio in a sports tournament in order to further develop his military robots.
After the preliminaries, Tobioka will be seen watching the tournament on TV and remains curious if Kunio will reach the finals. Before the semi-finals, Tobioka will be seen viewing the tournament once again and notes that Kunio's team has exceeded his own expectations. He will ask Sierra if there's any progress on his own cyborg team, to which she will report that she was recently notified by Sadamovitch that he has finished working on them. Later in the finals, Tobioka will be presented with his cyborg team by Sadamovitch and is left impressed.
During the ending of the game, Tobioka appears angry with Sadamovitch for not making the cyborgs efficient enough and belittles his technical capabilities. When asked by Sierra what he wishes to do with Sadamovitch, Tobioka suggests that they'll be able to defeat Kunio next time now that he's collected enough data on him. He is then seen staring outside of the window happy that he has found his best challenger.
River City Soccer Hooligans[]
During the intro of the game, Tobioka is seen working out frustrated but also equally as happy about his previous defeat. Sierra mentions that Kunio is attempting to participate in a soccer tournament next, to which Tobioka informs her that he intends on watching every game and asks her to buy him the tickets. He is then seen scolding Sadamovitch demanding that he doesn't fail him like he has before.
Throughout the tournament, Tobioka will be seen watching Kunio's games with Sierra and will either provide commentary about his team's performance or send an anonymous gift to help them perform better. Upon completing the tournament, Tobioka will congratulate Kunio on his victory and think of him as the perfect person that's worth challenging. He will ask Sierra if his cyborg team is ready and is told that Sadamovitch has made his final adjustments. Tobioka appears excited and vows that he will prove that the Tobioka Conglomerate is the world's best. From this point, the Tobioka FC exhibition match can be selected.
Upon beating Tobioka's team, Tobioka is seen getting angry with Sadamovitch for failing him once again. Sadamovitch attempts to explain that his team is physically stronger than Kunio's team, though because he gave away so many good items, their team was able to be defeated. Sierra asks Tobioka to calm down, to which he then willingly accepts defeat but vows that he will be victorious another time.
River City Super Sports Challenge ~All Stars Special~[]
This remake of Downtown Nekketsu March Super-Awesome Field Day re-imagines the events of that game. The story takes place after River City: Rival Showdown.
Tobioka is first mentioned before the secret match where he sends an invitation challenging Kunio to a match against his own team looking to see how skilled Nekketsu High School is. With Hiroshi reading out the letter and all the names, Kunio notes that they're all names he's heard of in the past. Tobioka later appears outside of Reihō Academy to meet with Mamoru Tōdō and is eager to see everyone that he has invited. When Tōdō leaves to make preparations, Tobioka states that he wishes for everyone to fight against his team so he'll be able to research each player more thoroughly.
With Kunio and his team winning the match, Tobioka is seen with Tōdō and Taiki Yamada upset about their defeat, though mentioned that he has obtained data about Kunio. Yamada asks him what data he received, to which Tobioka responds stating that if they interpret the data, they will no longer have anything to be afraid of. Tōdō and Yamada each mention what they plan on doing in order to best Kunio in their next encounter, though are interrupted by Kazumi Hasebe who overheard the conversation. Unaware of who she is, Tobioka accepts his defeat and openly mentions that he plans on preparing another way to beat Kunio. Hasebe sarcastically talks about how interesting his plans are before she performs her Tetsuzankō move to send Tōdō and Yamada offscreen. Impressed by her strength, Tobioka begins thinking of analyzing her data, though is struck before he finishes.
Tobioka also appears as a character unlocked from winning a game in free battle as each team once. Tobioka is able to use the Bomb Punch and the Aura Punch.

Tobioka appears during the Tobioka CC team's story.

Tobioka was added as a Team Edit character that can be unlocked by completing a game in Single Play with the Akiba College and Tobioka CC teams. Tobioka is able to use Booster A, Booster B, and Booster C.
