Matsuda is a first year student at Reihō Academy that was featured in River City Super Sports Challenge ~All Stars Special~. He is described as not being confident in his own strength or intellect, but has been studying hard to improve his capabilities and eventually was able to enroll into Reihō. Matsuda has since been more confident in himself and has been enjoying high school.
He is a friend of Haruka Nanase as he'd be helped by him whenever he was being bullied in middle school.

This remake of Downtown Nekketsu March Super-Awesome Field Day re-imagines the events of that game.
In the story mode, Matsuda is first mentioned by Koshiba and Nito as a way to get Haruka Nanase to comply with their demands of preventing Kunio from participating in the upcoming tournament. The two explain that one of Reihō Academy's porcelain was smashed into pieces and that the culprit would likely be expelled, as it was the principal's favorite piece. Nito threatens that to have Matsuda framed for the incident if Nanase doesn't follow their orders. Wanting to protect his friend, Nanase hesitantly complies with Koshiba and Nito.
Later in the story, Nanase explains his current situation to Kunio, Sanjūrō Sugata, Hiroshi, and the new freshman following the attack from the Reihō students. With Ryūichi and Ryūji Hattori overhearing the conversation, they apologize for what happened to Nanase and vow to protect Matsuda from being used as leverage any further. Before the final match, Ryūichi and Ryūji confront Mamoru Tōdō about his scheme and questions why he'd do such a thing, to which he explains that it's to ensure Reihō Academy's victory. During the ending of the game, Matsuda comes outside of the school enraged at Tōdō about using his name being used as leverage against Nanase.
