Tōdō (藤堂, とうどう ), full name Mamoru Tōdō (藤堂護, とうどう まもる ), is a third year student at Reihō Academy and is the school's Student Council President. He is a recurring antagonist in the Downtown Nekketsu series and was first featured in Downtown Nekketsu March: Super-Awesome Field Day!. He is described as being intelligent and good-looking, though is also very narcissistic. With these qualities, he's gained a following at his school with the girls, though is less popular among the boys. He has a strong distaste towards delinquents and especially isn't fond of Kunio.
Tōdō is the youngest son of Kōnosuke Tōdō, the chairman of the global conglomerate Tōdō Group. In Stay Cool, Kobayashi-san!: A River City Ransom Story, he is the younger brother of Takeru Tōdō.

Downtown Nekketsu March: Super-Awesome Field Day![]
Tōdō debuts in Super-Awesome Field Day as the main antagonist.
As a ploy to destroy the other schools and eradicate delinquents, Reihō Academy's new Student Body President Tōdō draws up the plan to sponsor a joint sports festival as an apology for Taiki Yamada's actions in Downtown Nekketsu Story. With an incredibly strong team built to ensure his school's victory, he has his team go against Nekketsu High School led by Kunio, Hanazono High School led by Riki, and a union brought together by Tsuyoshi Gōda to participate in a series of brutal events. Ultimately, Nekketsu High School wins the event with Tōdō blurting out his resentment towards Kunio upon announcing his closing ceremony. Kunio overhears this and begins to give chase to Tōdō and Yamada, who was also present.
Downtown Special Kunio-kun's Historical Period Drama![]
Tōdō plays the role of Asajirō, an ally of Bunzō set to marry Okoto.
Asajirō is first introduced in the beginning as Okoto's fiancé and informs Kunimasa that Bunzō is waiting for him. Later in the game, Okoto reveals to Kunimasa that Asajirō was the one who kidnapped her. In the next cutscene, Heishichi informs Kunimasa that Asajirō and Torazō have been working together in an attempt to take out the Bunzo Clan. Asajirō has Torazō fight Kunimasa, though gets frustrated when he loses the battle. Asajirō will appear as the final boss of the game and will have Jūkichi fight alongside him if he is not in the player's group.

After Mamoru's plans failed in Downtown Nekketsu March: Super-Awesome Field Day!, he begins to come up with an ever harder challenge to defeat the other schools and especially Kunio once and for all. Mamoru barges into his father Kōnosuke's office to lie about Kunio, claiming he's bullied him everyday as of late. Believing he's successfully tricked his father, he now has his colosseum built and a team from Oklahoma flown out to further ensure his victory. Despite all of the handicaps placed on the other participating teams, Nekketsu High School successfully wins the competition once again. It is revealed in Konosuke's meeting with Kunio that he already knew Mamoru's true intentions and that he only chose to follow along so he could teach him a hard lesson.
A few days after the event, the colosseum was torn down and Mamoru heads off to the airport to say goodbye to the Oklahoman players. He hands Raphael a set of flowers as a token of their friendship. Despite his loss, Mamoru doesn't feel bad and apologizes to Kunio when he arrived at the airport for misunderstanding him. This resolve is shortly lived, as Yamada finds the bouquet given to Raphael in the trash can, which gets Mamoru angry with the foreign players and reignites his hatred for Kunio, blaming everything on him. Mamoru demands Yamada to beat up Kunio, though ends up fleeing shortly after Yamada ran away scared.

River City Super Sports Challenge ~All Stars Special~[]
This remake of Super-Awesome Field Day re-imagines the events of that game. The story takes place after River City: Rival Showdown.
Tōdō is first seen walking outside of Reihō Academy where he is then asked angrily asked by Kazumi Hasebe about the invitation for the upcoming athletic meet. Hasebe is uncomfortable with hosting this tournament and believes that there will be no participants because of the tournament having no rules. Tōdo insists on going through with the plan, and a week later the tournament is officially being held. Right before the preliminaries, Tōdo hands Wataru Sasaki a set of bombs and requests him to use them to handicap participating schools. On the day of the preliminaries, Tōdo takes part in the opening ceremony with Hasebe. Shortly after the ceremony, reports start coming in of players being injured and bombs being the cause of the injuries.
Throughout the rest of the tournament, Tōdo acts behind the scenes making sudden changes to the rules or has his lackeys attempt to directly interfere with the players on other teams. Despite these attempts, Nekketsu High School successfully makes it to the finals of the tournament. Before the finals, Ryūichi and Ryūji Hattori become aware of Tōdo's actions and question his motives. Tōdo reassures that the end result is all that matters and the way they go about accomplishing victory does not matter. Nekketsu High School ends up winning the finals and the students of Reihō Academy become furious with Tōdo for tarnishing the reputation of the school further.
After the tournament, Tōdo is seen talking to Michael Tobioka on the phone and has him fly out to Japan to challenge Kunio and his team to an exhibition match. He is then confronted by Yamada and immediately recognizes him as the one who previously caused all the chaos at Reihō Academy. Yamada asks Tōdo if he was recently beat by Kunio and requests to be let in on his scheme. The two are then begin discussing their plans with each other. When Nekketsu High School wins once again, Tōdo, Yamada, and Tobioka are each seen together accepting their defeat and talking about how they plan on using what they've learned to best Kunio in their next encounter. Hasebe overhears their conversation and Tōdo starts to panic, where he and the others are then sent flying offscreen by her Tetsuzankō move.

River City: Rival Showdown[]
River City: Rival Showdown is a remake of Downtown Nekketsu Story. The game takes place before River City Super Sports Challenge ~All Stars Special~.
In the main story, Tōdo is first able to be seen on the evening of the third day outside of Reihō Academy where he will make it clear that he has no intent on associating himself with any delinquents if Kunio attempts to talk to him. In the post-credits scene of the true ending, Tōdo will be seen walking outside of the school with Ryūichi and Ryūji until he is stopped by Hasebe who angrily asks about the invitation for the upcoming athletic meet, which leads into the events of River City Super Sports Challenge ~All Stars Special~.
River City Melee: Battle Royal Special[]
Tōdō appears in the role of Asajirō from Downtown Special Kunio-kun's Historical Period Drama! and is playable on the Historical Drama team. He is able to use the Hurricane and the Human Helicopter.
River City Girls[]
In this continuity, Tōdo appears as a clerk at Merv's Burgers in Crosstown. While he still retains his snobby behavior, he's fairly cordial to the protagonists.

Stay Cool, Kobayashi-san!: A River City Ransom Story[]
Tōdo is first seen when he introduces himself to Masao Kobayashi and suggests he refrains from any activity that may cause Reihō Academy's reputation to decline. He questions whether what Kobayashi is doing is his hobby, though after being corrected he decides to not make any further comments regarding his activities. Tōdo informs Kobayashi that he plans on waiting a bit before he makes his decision on whether or not he'd like to cooperate with him.
Later on, Tōdo will meet with Kobayashi once again to reveal that he had Ryūichi tail him in order to figure out if he'd be of any use and makes it clear that he had no ill intentions. Tōdo believes it was a good call to leave Kobayashi to deal with what's going on, so in turn he sends Ryūji and Ryūji to assist Kobayashi and assures that they'd never betray him under any circumstances. Before leaving, Tōdo states that he expects to see Kobayashi back at school once things are settled.
River City Saga: Three Kingdoms[]
Tōdo plays the role of Yuan Shao, a warlord of the late Han dynasty.
In the story mode, Yuan Shao and his cousin Yuan Shu (Yūji) are reached out by Cao Cao (Yamada) during the second chapter to join the newly formed alliance to stop Dong Zhuo (Sabu). Yuan Shao severely underestimates Guan Yu (Kunio)'s strength in his first meeting with him. Later in the fourth chapter while separated from Guan Yu and Zhang Fei (Godai), Liu Bei (Gōda) came to Yuan Shao for protection and temporarily served under him while in his care. Yuan Shao orders Liu Bei to follow Wen Chou (Yamamoto) after hearing Cao Cao's army defeated Yan Liang (Kamijō). In the Hot-Blooded route of this chapter, Guan Yu joins Cao Cao and his army in the fight against Yuan Shao and his army.
Tōdo was added to the China Heroes gamemode as a bonus character that is unlocked by default in the English release of the game. In this gamemode, Tōdo has access to the Hurricane, a summon ability, all weapon specials, and all tactician abilities with a fan equipped. As a drawback for all his upsides, his damage dealt from punches and kicks are extremely weak, with weapons and grabs being his only strong source of damage.
