Majishi (まじし), real name Oda (だて), is a minor antagonist that was first featured in River City: Tokyo Rumble. He is the boss of the Tochigi Crew of the Kanto Lion Alliance and is the largest within the group. Majishi hides his face behind a hockey mask and is not much for words which has led him to gain a following due to his silent macho charisma.

In the story mode, Majishi is first mentioned by Wataru Sasaki after his fight against Kunio and Riki at the vacant lot in Ikebukuro. No longer being of any use to Ginjishi, Wataru explains who the Kanto Lion Alliance is and that Majishi is soon expected to be making a move on Ueno. Wataru mentions that Majishi's gang primarily consist of bikers, so Riki suggests to Kunio that they go seek the help of Shinji.
Later at the Ueno Park, Majishi drops down and attempts to attack Kunio without saying anything. Kunio appears shocked that he didn't even bother introducing himself, to which Majishi replies that is how he greets people and then states his name before asking why the group are in the area. Shinji states that they plan on putting an end to the Alliance's plans on taking control of Tokyo which leads to Majishi attempting to attack him. Angry from the disrespect, Shinji starts a fight against Majishi. Upon being defeated, Ginjishi arrives on his bike to check on him and asks him to leave the area.

Majishi appears as a member of the Lion Association team and can be played outside of the story mode. Majishi is able to use the Giant Swing.

Majishi plays the role of Wutugu.
Wutugu is first heard during the fourth chapter following the defeat of King Mulu (Shishiō) as he lets out his warcry deep within the mountains. King Mulu informs the Shu of his existence and how his roar signifies the start of a battle, meaning that he believes the Shu to be a true enemy. He then informs the group of Wutugu's location stating that if they take him down, the Nanzhong Lion Association will recognize their worth. Shortly after Zhuge Liang (Misako) lets Meng Huo (Sakata) go again, he gets captured by Wutugu with plans to use him as a sacrifice. At the Peach Blossom River, Wei Yan (Kumada) faces off against Wutugu and his men to no avail. He informs Guan Yu (Kunio) of this when he arrives and claims that their troops felt immortal, though their conversation is interrupted as Wutugu makes his appearance. The two attempt to take him on, though their attacks fail to make any kind of impact and they decide to retreat. Wutugu then goes back to sleep as he awaits the Shu's return.
After learning that the strength of Wutugu and his troops come from their specially crafted masks, the group decide to have a campfire at the Winding Serpent Valley at Zhuge Liang's request. Although they don't understand why they were asked to do so, Wei Yan begins to roast some pork over the fire which catches the attention of Wutugu. He is enticed by the good smell of the food and contemplates on whether Meng Huo would taste good roasted as well, though suddenly Wutugu's special mask starts to burn up due to the fact that they were made using oil. Him and his men all take off their special masks, though the group is shocked to see that Wutugu had a second mask underneath. No longer at his full strength, the Shu face off against Wutugu and his men. On the Hot-Blooded route, Guan Yu and the others will instead bruteforce their way through a fully powered Wutugu with no strategy. Upon being defeated, Wutugu acknowledges the Shu's strength and is taken to Zhuge Liang for questioning. She explains how they're not looking to take over Nanzhong and that they only want to form a bond of trust with each other, though Wutugu states that no further explanation is needed and that his defeat is all he needed to trust them. He then admits that he doesn't like talking and asks them to leave the rest to King Mulu. During the ending of the chapter, Wutugu is seen with the rest of the Lion Association in Dianchi to discuss a trade agreement between them and the Shu. After Zhurong (Benijishi) had asked Guan Yu to occasionally spar with her, Zhao Yun (Sugata) asks to be invited to train alongside them as well which makes Wutugu happy. On the Hot-Blooded route, Wutugu will partake in the group fight against Guan Yu, Zhao Yun, and Wei Yan.
On the fifth chapter, Wutugu is able to be talked to as part of a sidequest. He's having trouble getting his men to take swimming practice seriously due to the fact that their armor keeps them afloat in the water, so Guan Yu offers to spar against his men as a tough way of convincing them to change their minds about swimming.
