Liu Cong is a minor character featured in River City Saga: Three Kingdoms based off of the real-life historical figure. He is the younger son of Liu Biao and the brother of Liu Qi.

Liu Cong is first able to be seen during the fifth chapter outside of the Xiangyang Castle where he will introduce himself to Guan Yu (Kunio) if spoken to. After the passing of Liu Biao, Liu Cong takes leadership of Jingzhou and restricts who's able to get inside the castle to say their goodbyes to Liu Biao. Liu Qi is also kicked out due to the brothers never getting along very well. When the brothers arrive in Xinye to stop Cao Cao (Yamada)'s army from advancing, they are informed that Liu Cong has surrendered to Cao Cao and has successfully claimed all of Jingzhou as his territory. When Liu Qi is later informed by Guan Yu of Liu Cong's surrender, he vows to continue fighting for the people of Jingzhou instead of leaving for Xiakou.
In the final chapter, Liu Cong can later be seen in Hanyang as a side quest and will be shocked to see Guan Yu again. Guan Yu asks if he was driven out of Xiangyang, to which Liu Cong claims that Cao Cao intended on making Jingzhou his own territory and secretly sent some of his underlings to take him out, so he decided to flee. Liu Cong then spots some of Cao Cao's troops, to which Guan Yu protects him from any harm. He then compliments the strength of Guan Yu and hands him an item that Liu Biao has left behind to express his gratitude. Before leaving, Liu Cong tells Guan Yu that if he were to ever return to Jingzhou, he leaves it in his hands and admits that he longer sees himself fit as a leader.
