Liu Biao is a character featured in River City Saga: Three Kingdoms based off of the real-life historical figure. He is the governor of Jingzhou who was able to develop the region into prosperity with his skills in politics. Liu Biao is the father to Liu Qi and Liu Cong and is a relative of Liu Bei.
Background[]
Liu Biao is first mentioned by Technos-Tei during the opening dialog of the fifth chapter where he states that after the Brothers of the Peach Garden reunited, Liu Bei (Gōda) would receive help from Liu Biao to flee from Cao Cao (Yamada)'s army and would be sheltered in Jingzhou. Liu Biao mentions to Liu Bei that word of their work has made it all the way to Jingzhou and expresses his gratitude in knowing there's others who're willing to stand up against Cao Cao. Guan Yu (Kunio) notices Liu Biao's frequent coughing and asks if he's okay, to which Liu Biao states that he's fine. Guan Yu tells him that they'll work their dues for letting them stay in Jingzhou and asks him to take things easy.
When talking to a military officer in Jingzhou, he informs Guan Yu that Liu Biao is having trouble with bandits and tells him to ask Liu Biao for more details. After confronting Liu Biao about the bandits, he will ask Guan Yu if he's willing to take the job, to which he happily accepts. Liu Biao mentions that they've captured the bandits many times in an attempt to talk them out of their ways, though they kept continuing. Guan Yu states that he needs to speak with his fists in order to make a change, which Liu Biao agrees and states that he's heard the bandits have a base in Hanyang. Guan Yu later returns and offers a horse that the bandits stole as a gift to Liu Biao, though he believes he should instead set it free as he thinks the horse has a bad omen. Liu Bei offers to take the horse instead, though Liu Biao is hesitant and asks Guan Yu if he's also afraid. If Guan Yu expresses his disbelief in the horse having a bad omen, Liu Biao will allow them to take the horse.
With months passing, Liu Biao tells Guan Yu that he was correct to leave Xinye in Liu Bei's hands and feels at ease. He informs Guan Yu that Liu Bei seems to be worried if he can keep going and believes that he needs some time to reflect. With Guan Yu unsure on what to do, Liu Biao suggests he finds Sima Hui (Takaoka) for his advice. After the battle against Xiahou Dun (Ryūichi), a messenger will arrive to inform the group that Liu Biao has passed away.
