Katō (かとう ) is a third year student at Meian High School that was first featured in River City Super Sports Challenge ~All Stars Special~. He transferred to the school in his senior year and was initially worried about being able to make new friends, though was relieved when he began talking to Taiki Yamada. Since then, he's grown paler and is less talkative than before. He sometimes has memory lapses and becomes strangely irritated when seeing people dressed in white.

Katō debuts in River City Super Sports Challenge ~All Stars Special~ as the captain of Meian High School's team and is able to be played outside of the story mode. Katō is able to use Yamada no Jutsu and Tsubame Gaeshi.
River City: Rival Showdown[]
Katō is able to be talked to on the first and second day at Kotobuki Boulevard where he'll talk about his preference for flip phones over smartphones and how he feels like an ancient relic for not being into social media. He is notably less pale as he has not met Yamada yet.
River City Melee: Battle Royal Special[]
Katō returns as the captain of Meian High School's team and is involved in the story mode. Katō is able to use the Art of Yamada, Turning Swallow Cut, and the Drop Kick.

River City Saga: Three Kingdoms[]
Katō plays the role of Cao Hong, a cousin of Cao Cao (Yamada) and a general in his army.
Cao Hong first appears in the fifth chapter during the Cao Cao army's invasion of Xinye as an enemy. He is later seen on the final chapter as a mini-boss during the Battle of Red Cliffs when playing on the Comedy route.
